If you don&#039;t give a damn about public health and the environment, one would think there would be a huge concern for the huge amount of  money involved.
Just think - developers get back 75% in tax credits for what they spend on cleanup. Hundreds of millions of taxpayer dollars subsidize this insanity.
Read the Inspector General&#039;s Report on Encap - the so called  &quot;abuse&quot; and &quot;rip-offf&quot; is NJ policy.
