We have the same overpaid hacks from one party's administration to another. They eventually are moved into civil service positions created just for them. Anyone else need not apply. It worked pretty well,based on MERIT alone, until 1978. Then, the Office of Personnel Management created a system to dole jobs out, not by merit, but by "category". Panels were created to determine the "fitness" of a applicant based on color, race, sex, disability, etc. etc. The "wrong" color or sex now means an applicant isn't as "fit" as the "right" candidate to complete the rainbow,as merit is defenestrated. Of course, thru this vague procedure, people of the correct political persuasion can be injected because the system is corrupt. Add spinoff of authority from the late C.C.C. to the Equal Employment Opportunity Commission and Office of Special Counsel, and we're right back where we were when Charles Guiteau shot a president 125 years ago. "Burrowing" is certainly part of this problem as both parties enjoy "The New Spoils System."
