Since we don't know the specifics we have to at least allow for the possibility that the quality of the work is at issue. However, suppression of this information that puts self interest before the public interest is nothing short of malfeasance. I can't believe the DEP was bold enough to issue a memo putting such a policy - suppression - in writing.
